Yuri Trutnev held a meeting on the development of the electric power complex of the Far East

Deputy Chairman of the Government, plenipotentiary of the President of the Russian Federation to the Far Eastern Federal District, Yuri Trutnev held a meeting on the long -term development of electric power in the Far Eastern Federal District.The meeting was attended by the Minister of Energy of the Russian Federation Sergey Tsivilev, Minister of the Russian Federation for the Development of the Far East and the Arctic, Alexei Chekunkov, representatives of the Ministry of Economic Development of Russia, heads of the Far Eastern regions and representatives of energy companies.The Governor of the Territory Alexander Osipov spoke about the development of electric power industry in Transbaikalia at the meeting.

“Russian President Vladimir Putin set the task of creating the best conditions in Russia in the Far East.The investment attractiveness of the region is largely determined by the cost of providing electricity.We gathered in order to make the necessary decisions, ”Yuri Trutnev opened the meeting.

The issues of supporting the energy market were considered.From January 1, 2025, a phased launch of the energy market began on the territory of the United East East East East.The expected effect of launching energy market is the possibility of using market tools to attract investments in the construction and modernization of generating capacities on a competitive basis.On behalf of Russian President Vladimir Putin, this process should be carried out with the condition of preventing the growth in electricity prices for consumers above the average Russian level.Thanks to measures, including the preservation of tariff regulation for most of the cheap electricity of the hydroelectric power station, the actual prices for consumers for the first months of the energy market this year were 5-6% lower than the average Russian level.Compared to the same period of the previous year, the price of this territory increased by 10% with a average Russian increase of 14%.

The restriction on the further development of the economy of the macroregion has a deficiency of generating capacities.In accordance with the instructions of the President of Russia in the Far East, unprecedented conditions of economic development were created, thanks to which more than 2,900 investment projects with a total investment of 10.2 trillion rubles have begun.More than 900 enterprises with a volume of investments of 5.2 trillion rubles have already been introduced into the work.The work on attracting investments has already given and will further form a large load on the electric power infrastructure of the macro -region.According to the Federal State Statistics Service, the growth in power consumption in the Far East over the past 10 years amounted to 26%, which is twice as high than the average in Russia.It is predicted that until 2030 this figure will be 5% annually, which is also more than twice the average Russian level.At the same time, by 2030, to eliminate the predicted electrical energy and power deficiency in the territory of the Federal Air Fleet Energy Systems, the construction of about 2.2 gigavatt of the power of thermal power plants and at least 1.7 gigavatts of VIE.

The governor of Transbaikalia Alexander Osipov noted that, in particular, the construction options in Transbaikalia of generating facilities with a capacity of at least 1.65 GW will be considered

During the meeting, issues of updating the list of new investment projects implemented in the Far East were discussed and their accounting in the scheme and development of the electric power systems of Russia for 2026-2031.Work on determining the need to build generating capacities for the energy supply of new investment projects is carried out by the Ministry of Energy of the Russian Federation together with the Ministry of Economy of Russia and the Ministry of Economic Development of Russia, as well as the constituent entities of the Russian Federation and AO “SB EEC”.

As the Minister of Energy of the Russian Federation Sergey Tsivilev noted, on behalf of the President of Russia, an energy strategy was developed for the period until 2050.The document was approved by the Russian government in April this year.As part of the implementation of the energy strategy, two fundamental documents of the planning of the prospective development of electric power industry have been developed and approved: the general scheme for the placement of electric power facilities until 2042 and the scheme and the development program of the electric power systems of Russia for six years, which is approved annually.The EEC system operator as a center for the competitive development planning of the electric power industry collects data on current needs and determines the forecast demand of the regions for electricity and electric capacity for the development and subsequent updating of these documents.

On behalf of Yuri Trutnev, the Ministry of Economics of Russia, together with the regions, carried out work to update new investment projects not taken into account in prospective planning documents in order to determine the need to build generation for their energy supply.The Far Eastern regions have announced about 500 additional investment projects with a total necessary capacity of almost 8 gigavatts.Of these, the Ministry of Health of Russia, together with KRDV JSC, verified 138 projects with a total necessary capacity of 2.7 gigavatts until 2030.For continuingWork on assessing the need to build new generating capacities, the Ministry of Economic Development of Russia, the Ministry of Economic Development of Russia and the system operator will work out the issue of accounting in the medium -term forecast of electricity consumption and the capacity of additional verified projects.Additionally, the Ministry of Economic Development of Russia, the Ministry of Energy of Russia and the Far Eastern regions will work normative consolidation of additional criteria for accounting for investment projects in prospective planning documents and relevant measures to guarantee the demand for electricity and power.

Yuri Trutnev was instructed by the Ministry of Economic Development of Russia, the Ministry of Economic Development of Russia, the Ministry of Energy of Russia and the system operator to finalize the algorithm for the selection of investment projects for which the construction of generation is necessary for their energy supply.

The Minister of the Russian Federation for the Development of the Far East and Arctic, Alexei Chekunkov, reported to carry out work on the provision of benefits of preferential regimes of the Far East and the Arctic for generating companies: “The implementation of investment projects to create generation in preferential regimes will allow reducing the financial burden on investors and the final cost of electricity for consumers, reduce the deadlines for the implementation of such projects.The Ministry of Health of Russia, JSC KDDV, together with investors, evaluate the necessary conditions and the efficiency of the use of preferential modes for each project included in the general scheme. "

Yuri Trutnev instructed the Ministry of Health of Russia to work out the issue of providing benefits of preferential regimes of the Far East and the Arctic for generating companies together with the Ministry of Finance of Russia and report on the situation in the near future.The Ministry of Energy of Russia, the Ministry of Health of Russia, together with the regions of the Far Eastern Federal District, was instructed to organize monitoring to create energy capacities for investment projects.“We need to monitor how the construction is moving and doing everything possible in order to reduce the time to put the energy facilities into operation,” Yuri Trutnev emphasized.

According to the Ministry of Energy of Russia, in recent years, a steady increase in electrical consumption has been recorded in the East's OEC by an average of 5%, which corresponds to forecast indicators.Over the next 18 years, the Far East predicts the preservation of the growth rate of electricity consumption exceeding the average Russian.So, in 2024–2030, it will predict 4.9% (2.1% in the country) and 1.38% (0.94% in the country) in subsequent periods.At the end of 2024, the Ministry of Energy of Russia approved the scheme and development of the electric power systems of Russia for 2025–2030.The government approved the general scheme for the placement of electric power facilities until 2042.In the near future, the Ministry of Energy will submit proposals to clarify the program with its division into terms of up to 2030, 2036 and 2042.

According to Yuri Trutnev, plans to create new energy capacities should not only take into account the needs of already implemented and only planned for the implementation of investment projects, but also create a surplus of electricity in the Far Eastern regions.

At the meeting, projects for the construction and reconstruction of the generating and electric grid facilities of the Far Eastern Federal District were considered to prevent an electric energy and power deficit.In particular, it was about the implementation of the hydropower potential of the macro -region and the construction of geothermal power plants, as well as the expansion of the Primorsky GRES and the implementation of promising projects for the construction of coal generation in the Far Eastern Federal District.

It was noted that at present PJSC Rosseti, in accordance with the president’s order, has begun to carry out measures related to the union for parallel synchronous work of the power systems of Siberia and the East.Also, among the largest projects that are in the implementation stage, the construction of a substation of 500 kV and Energotransit of 500 kV “Primorskaya GRES - Varangian” was named to transmit additional capacity to the south of the Primorsky Territory.Work is underway on power supply of large industrial industries, including the Albazinskoye Field of Non-Himel Metal, Kultuminsky and Udokan Mining and Processing Plants and other enterprises.

The development of hydropower was discussed.The general scheme for the placement of electric power facilities provides for the construction of five hydroelectric power plants in the Far East and one hydro-acumulatory power plant with a total installed capacity of 3.8 GW: Nizhne-Zezky hydroelectric power station (400 MW), Kankun hydroelectric power station (1000 MW), Nizhne-Snimanskaya hydroelectric power station (300 MW), Mokskaya hydroelectric power station (1200 MWs), MOK SPS (1,200 MWs).Ivanovo hydroelectric power station (210 MW) and Primorskaya GAES (600/662 MW).Currently, the Nizhne-Zeysk hydroelectric power station is developing design and estimate documentation, a declaration of construction intentions is being developed for the Primorsky hydroelectric power station, and such a declaration has already been developed in the Nizhne-Smayanskaya hydroelectric power station.Other stations are required to update the previously developed design estimates.In addition to the volume already included in the General HighwayEectors of electric power industry in the Far East have a huge hydropower that allows you to build at least 10 hydroelectric power stations with a total capacity of about 7.5 GW.For its effective development, a mechanism is necessary that ensures the return of investment in the construction of hydroelectric power plants with the required profitability.Such a mechanism previously acted for hydropower and currently extended for atomic energy.Also, an extremely important issue is to ensure the financing of the construction of the hydroelectric power stations of the hydroelectric power station, which are facilities of federal property.

The construction of nuclear power plants was considered.In the Primorsky Territory, it is planned to build a nuclear power plant with a capacity of 2 gigavatts.The possibility of building a nuclear power plant in the Khabarovsk Territory is discussed.In the village of Ust-Kuiga, Ust-Yansky district of Yakutia, a low-capacity nuclear station is being built.“Academician Lomonosov” is working on Chukotka - the only active PATES.It produces 60% of the electricity of the Chaun-Kilibinsky energy center, covering the needs of mining enterprises and ensuring the stability of the network.

“Our task is to choose the best way to obtain electricity from the point of view of the final cost of a kilowatt hour.For example, we have already talked about the fact that nuclear power plants will be built in the Primorsky Territory.But at the same time, in this region there are coal and gas stations - this combination gives maximum efficiency.Also in the Far East, hydrogeneration and renewable energy sources should be involved.In general, the hydropower of our country is estimated at 250 gigavatts, while in reality only 50 of them are used.In addition, there is a program of complete modernization of existing power plants, which not only allows you to extend their operation, but in some cases to increase the capacity to 20%, ”said Sergey Tsivilev, emphasizing the importance of joint work with the heads of the Far Eastern regions, the Ministry of Easternousness of Russia and the Ministry of Energy of Russia.

Separate attention of the leadership of the Ministry of Energy of Russia, the Ministry of Health of Russia, the heads of regions of the Far Eastern Federal District Yuri Trutnev turned to the need to work out the issues of using renewable energy sources.

“Today, the issues of energy supply of the Far East have been discussed.Today, the Far East in terms of energy consumption is twice the average Russian rate, which corresponds to the task of accelerated development of the macro -region set by the President of the Russian Federation, Vladimir Vladimirovich Putin.In my opinion, the work of the Ministry of Energy is carried out in qualified: there is an understanding of how to control this process.The work is a lot.There are “narrow moments” related to the choice of investment projects.On the one hand, we must provide all investment projects with electricity.And on the other hand, the Ministry of Energy and the Ministry of Finance should be sure that all the declared projects will be implemented, energy capacities will be in demand and profit from the budget of the Russian Federation.But we need to strive to ensure that we, with a margin, overlap the needs for electricity, ”Yuri Trutnev summed up the results.
