Land for business without bidding: How large-scale investment projects work in Transbaikalia

Obtaining a land plot is often one of the most challenging stages when launching a new production facility. However, in the Zabaikalsky Krai, investors implementing large-scale investment projects can obtain land without participating in an auction.

This mechanism operates in the region as part of state support for investors and significantly reduces project preparation time.

Large-Scale Investment Project (LIP) status is awarded to initiatives that are significant for the socioeconomic development of the Zabaikalsky Krai and meet established requirements. Once this status is achieved, the investor gains the right to lease the land necessary for the project without holding a tender.

The Zabaikalsky Krai Development Corporation notes that this mechanism is particularly popular with investors implementing projects in logistics, housing construction, and the agricultural sector.

Large-Scale Investment Project status is granted to initiatives that meet the criteria established by Zabaikalsky Krai Law No. 1194-ZZK dated June 30, 2015, "On Establishing Criteria for the Lease of Land Plots Without a Bid."

For example, one of the conditions is the creation of at least 100 jobs in the agricultural sector. Another criterion is that the project's investment must be at least 100 million rubles if it is being implemented in a municipality with a population of up to 100,000. For projects implemented in municipalities with a population of over 100,000, the minimum investment must be 1 billion rubles.

To obtain a land plot, a project must meet at least three criteria established by law.
