Yuri Trutnev: The Russian government is open to dialogue and will provide support in the implementation of Chinese investment projects in the Far East

“Russia and China have relations of friendship and partnership based on mutual respect and trust between the two major powers.Despite the existing global instability, our trade and economic ties are growing, contributing to the sustainable development of the economies of both countries.Over the past 8 years, trade turnover between the Russian Far East and China has grown almost 2.5 times and in 2025 exceeded 1.7 trillion rubles,” Yuri Trutnev opened the meeting.

Speaking at the plenary session, Zhang Guoqing noted that under the leadership of the heads of the two states, the Chinese-Russian comprehensive strategic partnership in the new era is steadily developing at a high level: “Mutual respect, equality and mutual benefit increasingly characterize our relations, which have become a model of cooperation between major neighbors, bringing stability and certainty in a turbulent world.This year we celebrate the thirtieth anniversary of our strategic partnership and the twenty-fifth anniversary of the Treaty of Good Neighbourliness, Friendship and Cooperation.In February, the leaders of the two countries met via video conference, outlining a strategic plan for the development of bilateral relations in the new conditions.Today’s meeting is aimed at implementing the consensus reached by our heads of state, discussing the future direction of cooperation and preparing for upcoming meetings of heads of state and government.”

Deputy Premier of the State Council of the People's Republic of China Zhang Guoqing held the sixth meeting of the Intergovernmental Russian-Chinese Commission for Cooperation and Development of the Far East of the Russian Federation and the Northeast of the People's Republic of China.The commission was created in order to strengthen practical interaction and coordination of the two states in the field of interregional cooperation.

As the Minister for Development of the Far East and Arctic Alexey Chekunkov noted: “Trade and economic ties of the Far East with China, a key investment and foreign trade partner of the macro-region, continue to actively strengthen.This is facilitated by the presence of a common border with a length of more than 4 thousand kilometers and an established transport and logistics infrastructure.Among the priority areas are the deepening of industrial cooperation, the launch of new investment projects using the mechanism of international priority development territories, the modernization of border infrastructure, the implementation of a joint project on Bolshoy Ussuriysky Island in the Khabarovsk Territory, the expansion of technological cooperation using the capabilities of the Innovative Scientific and Technological Center created on Russky Island in Primorye.

Issues of expanding trade and economic ties were discussed.Separately, the importance of the joint development of Bolshoy Ussuriysky Island was noted.According to Yuri Trutnev, on the Russian part in 2026-2028.cross-border infrastructure facilities will be created, the construction of financial, scientific, technological and recreational infrastructure will begin, and a branch of the National Center “Russia” and Friendship Park will appear on the island.

Attention was paid to the development of technological cooperation.On behalf of Russian President Vladimir Putin, an innovative scientific and technological center is being created on Russky Island, which will house research and development bases in the field of biotechnology, pharmaceuticals, biomedicine, artificial intelligence and big data, industrial and mobile robots and unmanned aerial vehicles.According to Yuri Trutnev, “the center can become the most important platform for advanced scientific and technological developments and exchange of experience.”

Cooperation in the transport and logistics sector was considered.Currently, systematic work is underway between the two countries to develop the capacity of bridges, checkpoints and transport corridors.The key projects are the modernization of the Blagoveshchensk-Heihe and Nizhneleninskoye-Tongjiang border crossings, and the development of transport infrastructure on Bolshoy Ussuriysky Island.In a narrow format, a proposal has already been made for the construction of a new bridge crossing Jalinda - Mohe.

Among the areas of cooperation, interaction in the field of tourism was noted.The Russian Deputy Prime Minister recalled the implementation of the “Paths of the Far East” project within the framework of the presidential national project “Tourism and Hospitality Industry” and invited Chinese colleagues to jointly implement these and other tourism projects.Also, to further increase the number of tourists and expand contacts, Yuri Trutnev proposed increasing the frequency of existing flights between Far Eastern and Chinese cities and creating new direct flight routes.

A willingness was expressed to deepen cultural cooperation between the Russian Far East and the Northeast of China, to encourage the participation of leading creative groups from their countries in international cultural events, conductagreed by the other side, to support the participation of more cities of the two countries in the Russian-Chinese cultural fair.The heads of the Far Eastern regions spoke at the commission meeting.

“The Chinese side is our reliable partner.We confirmed mutual interest in the accelerated development of checkpoints, the creation of new road and rail crossings through Argun, the introduction of automated cargo systems, and the removal of existing barriers.This will take our cooperation to a fundamentally new level,” said Governor of the Trans-Baikal Territory Alexander Osipov.

Summarizing the meeting, Yuri Trutnev emphasized the dynamic development of relations between the two countries: “This is the basis for the stability of international relations throughout the world.We are ready to develop cooperation with China in all of the above areas of work.The Russian government is open to dialogue and will provide support in the implementation of Chinese investment projects in the Far East.Our meeting is taking place on the eve of the visit of the President of the Russian Federation Vladimir Vladimirovich Putin to Beijing, and we will report on the results of the negotiations to the leaders of our countries in the near future.”The Russian Deputy Prime Minister also invited the Chinese side to take part in the Eastern Economic Forum.
